STAR ENERGY'S LINCOLNSHIRE APPLICATION FOR GAS STORAGE  REFUSED ON 22nd FEB

County councillors at a special meeting of the Planning and Regulation Committee on 22nd February in Lincoln have refused planning permission for storage of gas in a depleted oilfield at Sudbrooke.

They turned down the application by Star Energy on the basis of the potential fear and risk to health and safety of residents in the area, and that it would be an intensification of industrial development in the open countryside contrary to planning policy.

An application to construct a gas pipeline to the site was also refused.

Star Energy said it plans to appeal the decision to the Office of the Deputy Prime Minister as rapidly as possible.  

So how does this relate to Albury?
Star Energy held an exhibition at Albury on 19th January to present their planning application to the Public.  Robin McKie, Star Energy's Commercial Lands Director, reassured many local residents that  Star Energy had no future plans to develop gas storage facilities in the Albury gasfield.  The saveblackheathcommon campaign subsequently discovered that Star Energy had revealed to its investors in July 2005 plans to invest £136 million to develop gas storage capacity at Albury (see Media Release.).  Although Star Energy's current planning application to Surrey County Council is for an appraisal well, Stephen Gutteridge, Chairman of Star Energy Group plc., has now confirmed that their longer term intention is to convert the Albury gasfield into one of the largest gas storage sites in the UK:
"we are seeking confirmation on the western extent of the reservoir. This is one of the objectives of the appraisal well, and should the results prove positive, we will seek permission to install the facilities needed for gas storage operations."
The decision by Lincolnshire Council highlights the considerable concerns that exist about the safety of gas storage.  Star Energy's current Albury planning application not only omits to disclose their intention of gas storage but it also fails to make ANY assessment of community safety.  We are currently researching these issues and will provide details shortly.

 

bulletWALK THE ACCESS ROUTE WITH EPSOM & EWELL RAMBLERS

Epsom & Ewell ramblers are holding two walks which anyone is invited to attend. These are designed by Epsom and Ewell group who regularly use the area for walking, to ensure members who wish to know and consider objecting have personal experience of the correct site and access route together with surrounding wildlife habitats.
Dates of the walks are Tuesday March 7th. and Sunday March 12th.

bulletPUBLIC MEETING - SHERE Monday 20th Feb 

A large number of concerned residents attended the Public Meeting at Shere Village Hall on Monday 20th February at 7.30pm.  This meeting was for those unable to gain entry to the Public Meeting held at Albury Hall on Friday 20th January. The meeting was run by the SaveBlackheathCommon Action Group.  Speakers covered Star Energy's proposals & implications, ecological impact and recreational impact.  There were many questions from the floor and considerable concern about Star Energy's proposals plus Star's future plans in relation to gas storage.  

bullet819 OBJECTIONS RECEIVED BY SURREY COUNTY COUNCIL!

Surrey County Council have confirmed that they received 819 representations before 10th February (i.e. within the official period for objections).  We have been advised that this is an unprecedented response ! - CONGRATULATIONS IN GETTING YOUR VIEWS ACROSS.   If you didn't get round to objecting ....then it's not too late!  See the item below - OBJECTION DEADLINE EXTENDED.

OBJECTION DEADLINE EXTENDED

Surrey County Council have confirmed that the deadline for submitting letters of objection has been extended.  This is due to the need for a considerable amount of additional information.  The planning application will definitely NOT go before the next Planning Committee on 22 Feb and is unlikely to go to the following committee date on 29 Mar.  The situation will become clearer over the next 2-3 weeks and we will keep you informed through this update page.  In case you wish to note the possible dates that this application may go to committee in 2006, they are: 29 Mar, 18 Apr, 3 May, 7 June, 19 July, 13 Sep, 11 Oct, 22 Nov & 13 Dec.  Objections will be accepted right up to the date of the committee meeting but need to be submitted a few weeks ahead if they are to be incorporated into the case officer’s report.  See Factsheet provided by Alan Stones from Surrey CC at Albury Public meeting. 

There is no doubt that the many objections already submitted have raised a number of issues that have contributed to the process and need for clarification.  If you have not yet sent your objection then you may wish to wait a couple of weeks until the revised timescale becomes clearer.

 

bulletLIST GROWS OF OFFICIAL BODIES LODGING FORMAL OBJECTION AGAINST STAR'S PROPOSALSST MARTHA'S PARISH COUNCIL & WEST CLANDON PARISH COUNCIL

The list of councils and organisations that strongly oppose Star Energy's proposals continues to grow!  Official objections have been lodged by Albury Parish Council, St Martha's Parish Council, Wonersh Parish Council, West Clandon Parish Council, Guildford Borough Council, Waverley Borough Council, Campaign for Protection of rural England, Royal Society for Preservation of Birds, British Horse Society, Ramblers association......please let us know of other organisations that we have left off this list.  We have yet to hear of any official body that supports Star energy's application!  Do let us know if you know of anyone who supports the application other than Star Energy!  
Mr Keith Childs, local Cllr for Tillingbourne has confirmed his objection to the proposals "I am opposed to the application principally because of the damage which will be caused by the creation of the access to the trial drilling area.  I do not believe that the programme proposed by Star Energy could be carried out without causing irreparable harm to Sandy Lane and the area where a temporary bridge would be installed in particular."

TV stations have also covered the local campaign - Meridian, BBC London Tonight and BBC South.
